Heritage’s Statement on the Karabagh Peace Talks
The Heritage Party,
- agrees with the mediators’ and the international organizations’ view that the avenues leading toward the resolution of the Mountainous Karabagh conflict must be found by the peoples of Karabagh, Armenia and Azerbaijan, which are the real sides to this conflict. And all other countries, which render assistance to the sides in that regard, solely can be the mediators in and the guarantors for the fulfillment of the agreements to be reached among those sides;
- considers it impermissible that some mediators and state leaders are making declarations that favor the recognition of the territorial integrity of Soviet Azerbaijan. Such statements disrupt the balanced approach toward this matter and, in actual fact, encourage Azerbaijan to prepare for war;
- deems indisputable that the heart of the Mountainous Karabagh problem is the issue of the international recognition of Karabagh’s status. This stems from the people’s right of self-determination, which is the fundamental principle of international law and which was not circumvented in the proposals offered by the OSCE Minsk Group;
- is concerned over the fact that since the great powers that have become involved in the region’s political and economic processes have sought to suit Azerbaijan’s interests, the conflict’s regional component in the Karabagh peace negotiations baselessly has turned into an absolute matter;
- yet again invites attention to that internationally approved document whereby the Mountainous Karabagh Republic (MKR) was recognized, at the OSCE’s Budapest summit in 1994, as a separate side to the conflict. And pursuant to the documents signed during the very same Budapest summit, the bilateral meetings and “discussions” being conducted since 1998 cannot be considered talks unless MKR, as an immediate party to the conflict, directly participates in these negotiations; and
- reminds that MKR’s legitimately elected leadership alone is authorized to deal with the matter of territorial demarcation between Mountainous Karabagh and Azerbaijan. Armenia, on the other hand, can simply assist in the resolution of this issue between MKR and Azerbaijan.
In the hopes of creating favorable conditions for the conflict’s final resolution, preventing the resumption of military operations, and ruling out the imposition of any solution on the conflicting sides and any outside intervention to their domestic affairs, the Heritage Party hereby declares:
- In assuming the commitment to become the guarantor of MKR’s security, the Armenian side must make the format and content of the peace talks conform to the wishes of Karabagh Armenians. Armenia must recognize the exclusive right and responsibility of MKR’s legal authorities, and during its negotiations with Azerbaijan it must give precedence to MKR’s security and independent status.
- In terms of resolving the conflict and avoiding the resumption of military actions, we believe that the most effective step would be the making of a call—addressed to the state, political, and social circles of Armenia and Mountainous Karabagh, and to the mediators and the international organizations—toward the recognition of MKR’s independence and the latter’s recognition by the international community. And the first step in that direction should be the recognition of MKR’s independent status by Armenia itself, as a member of the international community, and the launch of a diligent effort within the international community to achieve MKR’s international recognition.
Heritage urges all political forces in Armenia, and the leadership of Mountainous Karabagh, to join this initiative, and to be rest assured that these proposed steps arise from the objectives which are declared by the political and social circles and that they are necessary conditions for the justified protection of the Armenian people’s lawful rights.
